Delphine Uwase
Strategy, Program Design & Investment Advisor
Delphine is a strategy and policy leader with a track record of creating enabling environments for investment and driving institutional transformation. At ACG, she shapes strategy, designs scalable programs, and mobilizes investment – with a focus on two flagship initiatives: the Rwanda Food Innovation Ecosystem Strategy, positioning Rwanda as Africa’s leading destination for food systems innovation by 2035, and the African School of Governance.
Before joining ACG, Delphine served as Head of Strategy and Policy at the Rwanda Development Board (RDB), where she shaped strategy and policy across RDB’s mandates, led organizational transformation and institutional planning, and coordinated Rwanda’s participation in the World Bank Business Ready (B-READY) assessment – helping Rwanda achieve the highest score in both the 2024 and 2025 reports. Prior to RDB, she founded Alagarde Group in Nairobi, a boutique advisory firm facilitating foreign investors in Kenya’s energy and real estate sectors.
Delphine holds an Executive MBA from Strathmore University Business School, a BA in Economics from Guilford College, and a PMP certification. She serves as a Board Member of Akagera Management Company. She is based in Kigali, Rwanda.
